I have a 1998 12 valve cummings that has a bosch p7100 that has been modified (with 4000 rpm springs(???)) . Now the throttle is real touchy, when you take off the pedal is hard, but once you take off it just climbs. The governors don't seem to work like a diesel, it is more like a gas burner. When you let out on the clutch, you have to feather the fuel. Should I change the springs back to factory rpm or 3000 rpm?

There are two kits for the springs on the governor for the injection pump. One lets the pump rev up to 3000 rpm the other 4000. Both allow a wider fueling range before the pump begins to cut back on the fuel. Stock, the truck will defuel at around 2200 - 2500 rpm.

Both the 3K and 4K can make the accelorator touchy. Also the springs can be out of adjustment causing idle problems or the touchy go pedal too.

If you have the 4K springs some will recommend a heavier exhaust valve spring to keep the exhaust valves from floating and hitting the piston (not a good thing).

You may want to first try loosening the retaining clips on the springs by one or two clicks first to see how it does. I couldn't find the TST instructions for this adjustment but a search on GSK (governor spring kit) may yield some results. If this doesn't work to fix the problem you may want to swap for a 3K kit. Don't go back to stock, you won't like the truck anymore.
