95 Auto trans delayed 2-3

A friend just bought a 95 2500 auto, with 190k. 1st to 2nd, and 3rd to OD work fine. 2nd to 3rd needs about 2300 to shift. When it does it's real crisp. Governor valve? Saw a post about shifting into park at 25. Did that with my daughters Honda and it worked. Post said not with E trans. Haven't looked into what is in a 95. All input greatly appreciated. Jeff

The 95 dodge is a hydraulic trans. With the OD electric.

It could be the lip seal on the front clutch going bad. This front clutch is 3rd gear. The same pressure thast applies it releases 2 nd. So, if there is a leak--lip seal-- it is a delayed shift.
These motors make killer torque at low rpm, so plan on shopping for a great shop to do the rebuild. The average guy won't address the important issues with them.

Also the governor should affect the 1-2 shift as well as the 2-3, so I don't think it is the problem.

j-fox-Thanks for the reply. Doesn't sound like any magic to fix this. Guess we'll nurse it along till it wont shift, and do the dreaded rebuild.
