What you are refering to is the 24v springs, much different animal plus there is twice as many.
12vs never got 60# springs in a Dodge

Exactly. The 1998.5 and newer are the 24 valves. 1998 and older 12 valves.
I'm just not sure if the earliest 24 valves (1998.5) had the 60lb springs.
