It might be the solenoid(s).

My '95 had a rebuild 6 mos before I bought it and would hang up in 2nd like that...the seller had it checked and the shop put in new solenoids and now it seems to be a great trans.

The 1995 is a RH mechanical shifting trans other than the electronic OD and converter lock.
I would Adjust the bands, its super simple with a quick google search and change out the filter while your adjusting the band inside the pan. Dont be timmid, its very simple! My forward band was crazy loose and now after adjustment the truck shifts amazing!

here ya go:
http://www.dodgeram.org/tech/transmi...T_band_adj.htm

one inside the trans pan:
tighten until seats with socket wrench ( about 8ftlb) back off 2 turns and tighten lock nut.

one on side of trans:
Same, then back off 2.5 turns then tighten. this one sucks to get to btw.
