What do you mean by lacking fuel at idle? Is it idling too slow or rough?
The not shutting off is probably the solenoid plunger, when the pump is cranked way up sometimes the tip gets torn. When you replace it, stretch the spring a little.

great so ya tellin me i have to take that thing back apart its like a slow rough idle, it use to launch in 3rd gear with out me hittin the throttle, not i cant even get it out of 1st like that

Well its a good thing you can't launch in 3rd gear.. not good for anything on the truck. Beyond that, did you do ANYTHING else besides the gov spring? Did you get the fuel and idle screws back to where they were before pulling the pump top? If you got the throttle arm indexed/put back correctly, then I bet you didn't thread the fuel screw in as far as it was before this operation. Thats how I increase my idle, give it a little more fuel- screw in.
Don't worry this is all simple stuff, you can do it. Don't take it to a shop or dealer, first off they probly won't have a clue, will start replacing parts, the bill will add up$$$$$, and it still won't be the way it was. If I wasn't so busy with work, I'd come over and help you out. You need to find someone knowledgeable with a 1st gen close by. More than likely you'll only have 2nd genners around trying to tell you to remove the silencer ring, get a different plate, etc etc..

Go to your local VW/Audi dealer and get a shutoff solenoid, the part # is in the FAQ. Change the solenoid. Stretch the spring by a couple coil lengths and shave the rubber tip a bit so it will be less likely to tear.
If you have the idle speed turned up all the way, you either have the fuel screw out too far or the throttle arm needs to be reindexed one tooth clockwise.

and look at the pictures of the tophat spring and washer, did you get those all back in there? I didn't get the washer back in there and I couldn't get the idle right. well you can read about it in that thread.
