16.5 dually wheels
Could just be my opinion, but I doubt anyone will recommend the use of 16.5" wheels for any use. Save yourself the hassle and money and stick with 16"ers.
I have six 16.5 duals on the 1972 Ford and WISH that they were 16s.
We had six 16.5s, coined-centers, with like-new mud-grip tires mounted, that some guy traded in at the tire-shop; we finally GAVE them to a guy that put them on an old fire-wood truck and then PAID him for a load of wood; that should give you an idea of just how much value is placed on 16.5 wheels/tires.
