Why would you think that could be normal???
Better look into the trailer wiring (new trailer end), constant 12V must be shorted to the reverse light curcuit.

This is assuming that you are refering to reverse lights on the trailer and not the truck.

Dodge has the center pin on the trailer wire connection connected into the truck's reverse light circuit. It sounds like you have a short between the +12v wire on the trailer or in the plug and the wire for the center pin on the trailer plug (usually purple on 7 wire setup)

if the truck reverse lights go off when you unhook the trailer plug it is the trailer wiring and/or ground. what truck?

It is in the trailer wiring. Take a continuity tester and see if there is a short between the center pin and the + 12 volt wire.

Here is diagram of the trailer plug.

Better yet, take the trailer side plug apart and disconnect the wire going to the center pin since you dont have backup lights on your trailer.

The diagram on the right is the trailer side. Left is the truck side.
