It is illegal to bumper pull a disabled car on public roads. Provided the disabled car is registered and insured...just disabled.

Here, I believe that would be illegal. They like to see you on a tow dolly with temp. lights here.

 

I've seen NY registered RVs flat tow registered vehicles in NYS, with NY registrations on them... if that helps. EDIT: But they did have magnetic lights or some such to bring out brake/turn signals.

 

With a tow bar its fine in most states, I have bought a few disabled jeeps and flat towed them home. You do need to get some magnetic lights (for stop, turn, and running)to put on the back of the towed vehicle.

 

here you can tow a disabled car with a strap. you just need a white flag on the strap somewhere in the middle. i think there is a speed limit too, just can't remember.

 

LOL, in utah you see all the time some jacked up car being pulled, usually with a chain or strap by a heap of crap 1/2 ton truck. Its quite funny and in my oppinion quite dangerous, I just floor it and move around. I love it when they dont stop in time and rear end the vehicle pulling it. . .
