Car Dolly?
It varies from state to state. In CO, any trailer worth less than (I think, I forget the exact amount) $2,000 does not have a vehicle title when sold, like a car does, or an MSO like a kit car does. But you have take the bill of sale to the DMV and get a plate and a title. That's what I had to do for my little 3 rail MC trailer.
In CO, anything that has has wheels, tires, treads, whatever on a public roadway must have a license plate. And that includes any vehicle being towed on a dolly.
Oddly enough, that also means ATV's and dirt bikes on some forest roads.
