is a resanator the same as a muffler

Someone correct me if im wrong, but i believe a resonator is meant to cut out excessive exhaust noise, and a muffler is meant to cut down on emissions on top of noise

I always thought it was the other way around, the resonater/catolytic converter cuts down on emissions and the muffler muffles the sound.

both are mufflers, the resonator quiets down the drone the muffler doesnt. a cat. is for emissions.
