Most shops that are actually in the diesel business that do honing, usually want to do new ones. This is because older/used and dirty tips wear out the media and dirty it up much faster.
If you go to someone that just does honing, you're going to be buying from a vendor that will never be able to diagnose/help you with a problem down the road. It might be cheaper to do so in the short term, but in the long run, it will likely be better to go to a vendor that's actually in the business of making power rather than honing parts.
