ECM flash

I have a 99 dodge ram3500 dually. And under the hood it has a sticker that says any modifications go here and it has ECM flash and I want to know what is

That label was probably put there for a recall and/or PCM reprogramming under warranty. Its not required but suggested to put the sticker on there. It might even refer to a recall number, but I have seen many that the ink faded or wasn't filled out.
