01 surging them power is applied?

01 surging them power is applied?
I got an 01 and last week I put on a ii sliver 62. when driveing around I noticed the truck surging and bucking. What gives?
I have read on here alot some seem to think its the cold weather? I noticed it did it before with the stock turbo but not much.
any info. would be great thanks.
