Free pass on PA Turnpike today

According to this LINK, drivers on the PA turnpike don't have to pay tolls today because of a strike by the toll collectors. Tomorrow, the booths will be staffed by nonunion collectors.
Funny part is, the teamster's local makes this statement "We truly regret the inconvenience to the traveling public.....". What inconvenience? NOT having to pay the tolls?
From what I have been reading about air traffic this holiday weekend, it might be quicker and less hassle to drive anyway.

Wish that would happen down here. I gotta go through 2 or 3 tolls before I can get home.

So, my question is, if there aren't any union toll collectors around, and there's no toll...why are there tolls in the first place? It seems they don't really need them that badly if they're gonna be going on strike and the non-union people aren't collecting tolls. Heck, why is ANYBODY in the toll booths? Just leave the mechanical arms in the upright position and have a great day! Crazy people man...
