Broken Snap Ring Removal?

I've been working on a friends International 1256 and we've been trying to get the external lube system straightened out.

Underneath the seat is where all the valves are for the outlets, there's a snap ring that holds a slug in the valve body, 2 outlets to there's 2 of them. The one that leaks has the snap ring partially broken in the groove. Problem is I can't get it out, I've tried picks, screwdrivers, etc... and can't get it out enough to get a small thing bladed screwdriver behind it to pry it out.

The next thing I'm going to try is taking my dremel grinder and grinding the snap ring in the middle so hopefully I can bend it and get it out. Worst case I'll grind a small section out so I can get behind the groove and pry.

Any other suggestions for removing this pain in the neck or am I on the right track.

I've used a ground down chisle and a BFH for similar problems.
