I Need Help Guys. My 99 Ctd Starts Great At Times, Just Not When The Motor Is Warm. When It Starts ,it Runs Great Without Any Loss Of Power.i Put A Pressure Guage At The Fuel Filter, When The Lift Pump Runs , The Pressure Is At 14 Psi,when The Pump Turns Off It Is 0 Psi. I Hear A Lot Of Fuel Running Back Into The Tank. Any Ideas.

 

Warm start difficulties are most often due to erosion of the injection pump case around the delivery valve timing regulator. It is not a servicable part and will require a rebuilt pump.

 

Get a scanner and check for codes first, then verify no fuel lines on inlet side from tank up to pump are loose/leaking and sucking in air. Have you changed fuel filter lately, maybe got bad fuel, dump some fuel conditioner in also. If it persists after checking over, it leans towards a bad VP-44.

 

Would This Cause It To Idle Or Run A Little Rough? Some Times It Doesn't Start When It Is Cold Either. It Tends To Start Better When It Is Facing Down Hill Also. The Other Day It Started 20 Times In A Row. Then The Next Time Not At All.crazy...

 

It Doesn't Give Any Codes, Checked It Twice. Will The Lines Leak Fuel And How Much Am I Looking At To Change Out The Lines?

 

I would check all these things first to see if you can find any problem, and then scan it. You have good fuel pressure from lift pump, did you just replace it recently, and maybe damaged VP-44.

 

You can not use key on/off 3 times on yours, you'll have to either borrow someone's scanner, or a Smarty, or you'll have to take it somewhere to do it after you have checked all items mentioned.

I'm sure you'll have codes present(from the hard starts), but you don't want to start changing VP-44 because of this, until you have ruled out all else.

 

Check all the rubber fuel lines and fittings for leaks.
Just an idea, but maybe its something as simple as a small crack in a fuel return line?

Does it start good with a full tank of fuel or facing nose down everytime?
If so this points towards the quick connect fittings on the tank or the fuel pickup module in the tank, or the fuel lines. If you have the option to let it sit nose down very steep over night I'd suggest the following:
A: Wash the underside of the truck, especially drivers side where the fuel lines are located.
B: Park it on a steep decline
C: Put some paper or carton under the truck
D: fill it up with diesel up to the filler neck
E: Check for diesel seeping out in the morning.

This should help you locate an eventual leak in the lines. If the leak is in the in tank module you won't see it that way.
