pusher pump problem

pusher pump problem
Installed carter 4600 hp as a pusher pump, now my gauge is pegged at 30psi but drops to 27 at WOT . At first my problem was lift pump pumping at 5psi. but with the 7 psi pusher, now I'm at 30. ( tried 3 gauges, all read 30 psi)
