If I have the P0628 problem code showing...Fuel pump relay circuit low/ Fuel lift pump circuit low, does that mean the problem is electrical or the problem is the lift pump itself? Because it definitely seems like its the pump.

 

If there is a problem with the curcuit or the relay, that will have a direct effect on the performance of the lift pump. I'd start by checking for bad wires and connections and checking out the relay. If all that looks good, you just might have a bad lift pump on your hands...
