Start with the fuel filter and then air filter. Either will give those symptoms. IF they are replaced and the problem still exists have the fuel pump and injector pump checked. You failed to mention about exhaust smoke or the lack there of.

an '01 doesn't have a cat - what are boost and egt numbers? - if no gauges then look at linkage under bottom of turbo outlet - there is an exhaust backpressure device that may be stuck closed/partially closed and causing same symptoms as clogged up cat - low/no exhaust flow which is exactly what you are describing. Check the linkage to make sure it is against the hard stop, if not, you will need to replace the EBP device as it is stuck. The lever should be forward, and the rod retracted into the turbo pedestal, when you start it up cold (under 60 degrees or so) the rod extends and rotates the lever, which is attached to the plate. Also could be a symptom of low fuel pressure, but usually when the fuel pumps go they run very poor and put out a lot of white smoke.
