No Throttle Response "sometimes"

I have a 2001 dodge 2500 with the cummins. While driving down the road at about 1500 RPM's it seems to quit pulling and will not shift gears or anything. It stays right at about 1500 rpm's until I take my foot from the pedal and roll back into it. It seems to be doing this more frequently now. when it quits responding I can push the pedal all the way to the floor and it will not change speed or rpm's. If I shift the truck into nuetral while it is not responding it will rev immediately and continue to do so. Seems like it only does it in gear.
I hear it could be the trottle position sensor and also could be the VP-44 or map sensor. I have not checked codes and do not have a machine to do so, but was wondering if there is a way to tell which it is?

On some model year trucks, I think 2001 is included, you can retrieve codes by cycling the key three times and leaving it on after the third cycle. The codes will show on your odometer. Is your CEL on?
I have read something on this problem on one of these sites. Try doing a search, you will probably come up with someone who had the same issue.

my truck acted the same just last month. at certain speeds, or when the pedal was pressed a certain amount i would suddenly have zero respose. after a few secs throttle response would come back. truck threw no codes until i would i have throttle response and would have to put truck in neutral and restart. forgot what codes were but had to do with tps/apps.

replaced tps/apps and truck has been fine for 1 month.

98-1/2 2500 acted exactly the same way, had to replace APPS.......
