need help with head studs

I'm putting head studs in my 99 Cummins and I need some help. As I'm going along from stud to stud they are each a different height are they all supposed to be the same? Some don't screw down as far as others. So in other words, are they all supposed to screw down to equal the same height?
How do you get to the inside head bolts that are under the roller rocker?

you have to pull the rockers off to get the studs installed. And yeah if you did not bottom tap the block the studs are going to stick out different lengths. Also remember the 6 longer ones go to the exhaust side of the head

The six longer ones that go on the exhaust side is that outside of the valve cover on top of where the exhaust manifold is? or on inside?
