could it be Batteries?

My truck seems to have a surging problem at highway speeds, where it wants to take off at any little bump of the throttle. Fuel pressure is good and have done a apps reset, but still have the problem. I know 1 battery is bad and other is weak so I am going to get new ones as soon as I post this.Could it be the batteries? Any other ideas as to what it maybe? Would luv to think it's because of all the power but I know better than that. LOL. It is real tricky to try and maintain a constant speed! Thanks for any input or help.
