Sounds like you are describing the fuel heater that is in the fuel filter canister and that the integral fuel temperature sensor that tells the fuel heater when to cycle is stuck in the on position. Just a guess but I would check that out. Also the fuse in that circuit might be the wrong size?

Well I am using my haynes manual for this info. I have not changed one but it doesn't look to bad according to the manual. I only know about this because I am having problems and have been reading this section of the manual. I have the 1994-2001 Haynes repair manual, picked it up at parts store. The fuel temp sensor is located in the header part of the fuel filter. You would have to remove filter and then remove the header part of it from the truck and the sensor is in the top part. I am sure others can help more. I am sorry to take so long to get back to you but I was out of town and had no computer. John
