Yes I know about this, in fact it's already being included in the calculations.
Still the fact overseas have same vehicles with TDiesels and we don't it chaps my.....you know what.
When I was young I had a Citroen Diane, 600cc air cooled car, very light, it did 74mpg any time, and that was late '70s early '80s
My 1st turbodiesel was a Citroen CX station wagon (large car) with a 2.4l I was getting 65mpg if I babied it, then around 45mpg if I was driving at 90mph on interstate (it was in Europe, not here).
Where that "technology" went ? We did go backwards, not forward....
