Construction Industry Faces New EPA Diesel Emission Regulations
"Few disagree that the regulations could or will help air quality. The disagreement occurs when considering the bottom line.
EPA cost estimates vary with the size and complexity of the equipment, but they are in the range of 1 percent to 3 percent of the total purchase price for most equipment categories. For diesel fuel, the EPA estimates an increase of 7 cents a gallon more for low-sulfur fuel."

The different phases (tiers) of diesel emissions cleanup were put into law in the early '90s. The first tier requirements took place in '95 (this put cats on CTDs), Tier II was the reason for the 24 valve in '98, Tier III in '07 for ultra low sulfur, all the way up to Tier VI in 2020 which will set emissions standards for engines under 10 HP.
Everyone had plenty of warning.
All Cummins engines that meet Tier II requirements also meet Tier III
