How do you know? If you have any good form of proof I would suggest filing a police report. If not and you simply saw it happen I would walk next door and call him/her on it.
Ask them just what they are trying to accomplish. If they don't like your truck because of the noise or smoke that is a pretty shoddy way of letting you know. Be the bigger person and walk over there and find out. Also, at the very least get yourself a locking fuel cap. That way it can never happen again.

Well, for the course of the scenario, let's just say that
A. my locking fuel cap was pryed off in in the ten seconds that it takes to pry off a locking fuel cap
B. I saw the neighbor doing it and
C. when I called my neighbor on it he acted stupid and denyed that he did it.

What would they say; would they waiver me until the dye wears off? I don't think that they would believe you. If you could blame it on somebody else, then how do people not get away with running red fuel? Likewise, if they can't do anything, what do you do if somebody puts a gallon of red in your tank?
Seems like a fishy situation to me. I don't think that there is anything you can do, except take the potential ticket to court. But that's just a reactionary response.

Chances of getting dipped when you are a victim of sabatage are probably better, especially when the guy next door called the DOT.
