Weird issue. 2011 2500, deleted.

Went out yesterday and getting no crank no start. Getting CF error on brake controller, smarty programmer wont connect, Both batteries are at 12.6 volts, no drop in voltage when trying to start. Tried to jump starter, no crank, going to pull it and bench test it. Was leaning towards the batteries being the issue, now just dont know. Would love any suggestions.

 

With the key in the run position I can jump solenoid and get a whirling sound, starter didnt crank engine, just whirling sound? Also unplugged signal wire from starter and when turning key to start I do not get 12 volts on that wire.

Last few months truck has been hard to shift from park, sounding like a neutral safety switch issue but I dont believe there's on on this truck.
