I had the same struggle getting the caliper mount adapter bolts off. They come from the factory with red loctite as do the hub bearing bolts. Broke a 18mm socket on my first bolt. Solution was to heat the bolt with a propane torch and then used the 1/2" breaker bar. Do one at a time and be careful on the hub bearing with the heat.
You can also tap around the edges with a hammer, while tightening the puller. I also like to move the puller around the hub, so it is pulling on a different spot.
Can also put PB blaster or whatever and let it soak a bit.
Pull harder. If the hub doesn't break, or the puller, or it doesn't come off you ain't pulling hard enough. When I helped my bro I had a 4ft flexbar and a 4ft pipe on it, broke the puller. The next puller took it off though.

I have been going back out every half hour and soaking it with pb and giving another turn.
I know it's a pain. I've never done ball joints start to finish, just helped out a couple times, so I don't go threw the whole long process
