Recon 3rd looks ON all the time???

I actually did have that exact style recon third brake light at one time for about a week 
and it did the same slight glow. It would go completely off a few seconds after the key was off though.
I'm betting one of these $4.99 5watt 100ohm resistors would eliminate it:
