The Dreaded binding steering problem

Here goes, ugh what a nightmare. Decdided to freshen up the front end, 4 new ball joints, 4 new shocks, all new steering linkage and ends. After I get it aligned I was on my way to trade it I pull into a drive thru stopped and I can barley turn the wheel its so hard its like there is no power steering. Soon as I roll and get moving everything is fine. I take it to a shop and they think power steering pump, a reman put in and nothing changes.

next steps were:
remove lower ball joints replace with oem
remove steering dampner
remove link off pitman arm and feel the steering box for any rough spots or anything abnormal
ujoints are good
wheel bearings are good
ran out of ideas sent me along the way.

The problem is only on dry grippy pavement and stopped. It will turn fine on dirt and wet pavement.

took it to another shop they put in a new not reman power steering pump, no change.
tested lines from brake booster to steering box, the white straw was in its normal place, then tested flow of fluid and there is lots.
I put on all the old steering linkage just to try and it binds the same way.

What the heck could this be? Ive read people have replaced ujoints, wheel bearings, ball joints, all steering linage, brake booster, steering box and it still happens. There has to be something thats changed from the old steering linkage/ball joints to the new? Shops feel like its a hydraulic issue. Can a failing steering box do this? Anyone have this crazy issue before?

Good morning, Jeff. Sure sounds like the truck is in 4WD. If this is a 4WD truck, I would be looking at if and why it might be in 4WD.
