Adding circuit to 'spare' fuse

How do you go about adding a circuit to the fusebox under the hood, using one of the 'spare' fuses. Looks like everything runs off a common buss, then the big Deutsch style plugs distribute to the systems. Do you need to find the Deutsch plug, and then add the wire in the block (special tools required) or is there a simpler way?

On my 05 there was on fuse space with no fuse in it markes spare.... I used an "add a Fuse" plugged in there and only put the fuse in for the added part. then I cut a small "U" shaped slot in the fuse box cover and installed the wire through a rubber gromet.. You can also put in the add a fuse in any spot of the fuse box (It's just a piggy backed fuse with a wire comming out of it..)
