Tire Offset ???

Will a + offset stick my tire out farther giving me more clearance? Or do I need a - offset for that?

A positive offset will keep the tires tucked under the wheel well and you will have a less likelihood of rubbing on the fenders. You should look for a wheel that has at least a 5.5 backspacing.

I'm worried about rubbing on the controll arms at full turn.

H2 wheels have a little less backspacing (wheels moved out a little) than stock and will clear the 315s with no rubbing.

I have BFG 315's mounted on 17X9 KMC Hoss wheels with 5.71 backspacing and they don't rub on the control arms or the fenders.
