My 03 HO always exhibited a slight surging, empty, at highway speeds 60-70mph. At least it did. I tried something the other day, which stopped the surging. Purely accidental. Thought I'd share it with the group here.

This Cummins engine is amazing, my first! Too bad the electronics aren't the same caliber!

I disconnected both batteries for a minute or so, then reconnected. Got in the truck. Turned the ignition on, then off, then on, then off, in a cycle holding each state a couple seconds each. Did that 3 times. On the 3rd "on", I slowly pressed the accelerator down full, then let off. Turned the key off. Then fired her up.

I have fixed what the dealer could not on my truck. Enjoy. If any of you try this, let me know how you fare.

 

Sounds like you just reset the APPS. Check the FAQ section..
