Performance Turbo question

When turbo mfgr. says turbo is for motors approx 430HP is this rear wheel H.P. or Flywheel H.P. ratings?

And what about us people with power boxes, when I drive around town I dont run around at 400 H.P. I turn box down and probably unloaded driveing approx 330 H.P.
I want turbo for towing when box is dialed up in settings but will there be an adverse effect when box is turned down for around town unloaded driveing?

Without the box(es) on the truck is going to have less throttle response (more lag) with a larger turbo. It's nothing bad that will hurt anything, but the truck will feel sluggish until the turbo spools up. Because of that reason my TST stay on all the time, but not at the max HP levels. Also, you only get the power if you're matting the throttle.

If you do install the larger turbo and experience the increased lag, a Turbo Air Guide (TAG) will really help to reduce the lag and allow the turbo to spool quicker.
