Ok, who is right?

Alright guys, my dad decided on a BDTD for his 2007 Dodge since I like mine so much. He was hoping for something that he could adjust his speedometer for his 35 x 13.5 x 20 inch wheels. I told him you could with a BDTD if you bought the outlook monitor. I double checked and called Bullydog and they told me that was correct. So, my dad finds a place closer to his house than where I got mine so he goes there. He mentioned the speedometer thing to them to see what they would say. He was told by them that you could adjust this with the downloader only. He told them I had one and had said you couldn't . They asked him if I knew what I was doing? They supposedly set it for his big tires and all he bought was the BDTD. They claim that it asks for this the first time you get ready to install it. He hasn't had a chance to check his speedometer yet but I told him it was crap. Am I or am I not right?
