turbo/engine brake issues

I have an 08 3500 drw 4x4 quad cab. Towing a 15,000lb. 5th wheel trailer is the primary use of the truck. About a year ago I noticed the engine brake ocassionally staying on when I tried to accelerate at the bottom of a hill. I could push the fuel pedaL more than half way to the floor before it would release. I also had ocassions when fuel milage was bad .usually i get 9 to 11 MPG. depending on hills or flat roads. I got as low as 7 MPG on level interstate last summer .no check engine lights and unable to demonstrate condition to dealer without the load of the trailer. Just returned to pa. from florida and had same problems and quit using engine brake avg. 8 mpg. I can now get it to stick almost anytime by using 4th gear up to 60 and letting engine brake slow to 45 then pressing throttle to thefloor slowly then brake releases and truck surges forward. dealer says new turbo needed .
question is this started around 30,000mi. now has 47,000 mi. and 5year warranty ends in 4 months. Is the new turbo any better than the original or should I buy a few in bulk for next year.
This truck has towed this trailer 75percent of the time so it's not sooted up from grocery getting, it works hard most of the time been from maine to idaho and florida. I'm concerned next one I buy. ?

Try and get the new turbo underwarntee and then delete the EGR/DPF/NOX with a programmer and you will not having anymore issues or need any new or cleaned turbos.
