07-3500 e-brake fix truck down

I have a single rear wheel 07 3500 that is tore apart in the drive way and rain is coming. I've replaced the e-brake on the passenger side already. On the drivers side I can't get at the adjuster to get the old shoes to lossen up so I can get the rotor off to finish the job and replace the shoes. Can anyone help or know of a special tool i can get to finish the job ?

Have you tried adjusting the cable out? Loosen the e-brake cable, see if that helps.

everything is unhooked

Everything is unhooked. The parking brake shoes are the only thing holding the rotor/hub on and because the tensioner is located on the top side, on this side of the pickup, I can't get at it with a brake tool to loosen it.

Rear E-Brake

I have a 2007 dually that needs to be adjusted. When I went to take the rubber plug off it seemed that the dust shield was blocking the hole for the star wheel. P.s. This was on the passenger side. Has anyone ever ran into this problem?
