Front right rotor sticking while turning

Front right rotor sticking while turning

Hi, took front tires off today and spun the rotors by hand, left side spins nicely and the right hand side has a sticking point, almost like a 4 stroke motor hitting the compression stroke, I assume this is not normal, any ideas on what it might be or where to start looking would be great. Its a 2009 3500 megacab 4 wheel drive

Make sure it is not a front u joint.
