TSB vs. recall ?

TSB vs. recall ?
I read on here that only the recalls are initiated by Dodge and not any TSB's. I assumed when you bought a truck they made sure everything was "up to date" first. How can you tell if any TSB is necessary (other than having a problem first) and whether they were previously applied ?
