Technical Service Bulletins (TSB's)
How do you find out about tsb's that are out there. Is there a web page that lists them?
Is the dealer responsible for replacing/repairing the needs from the tsb's or do they get to choose which ones apply to you and which ones don't?
Will it cost anything to have the vehicle looked at reguarding tsb's? Why doesn't Dodge/Cummins notify you of even the most minor thing? It seems like you have to find out what's wrong with the vehicle before they will fess up to having a tsb on the subject. .

TSB's aren't recalls. They are common problems with solutions. Before they fix it you need to have the problem. Don't fix it if it isn't broken is the gist of it.
Having the list is helpful because there might be something you notice but can't put your finger on...you look at the TSB and it all clicks. If it's intermittent sometimes the dealer will just fix it w/out reproducing it.
