TC not locking up??

Hey there I have a question. I just bought a 2003 2500 Cummins 4x4 with the RE48 Truck seems to shift very well with the exception that the TC isn't locking up? Any ideas??

It's not locking-up at all? Not in any gear or at any speed?

I saw this happen on a '94 Ram CTD right after a trans rebuild. I noticed it and we took it back to the rebuilder and he said it was an electrical issue and had it fixed pretty quickly.
