steering problem

steering problem

I have a steering issue on a 2004.5 2500 quad. The problem is when the truck is not moving, foot on the break pedal, the steering wheel will not turn (Rt or Lt does not matter). Releasing the break and starting to roll the wheel will now turn. The dealer replaced the steering box, no help. I have removed the power steering hose from the hydro boost and connected it to the steering box, this bypassed the break system completely. I noticed a little improvement but just a small amount, next, after returning the PS lines to correct order, I disconnected the tie rod end from the pitman arm, now only the components between the steering wheel and gear box are working, with the switch in ACC (motor not running) the steering wheel is hard to turn very stiff. any ideals. THANKS
