question about engine heater

Hey Guys. I understand how the intake heater works when the engine is cold, and the air intake temp is below 59 deg. The alt is below 14 volts, and you can hear it cycle on and off, headlights dim etc. When the truck reaches 18 mph, regardless of engine temp, the heater shuts off. My question is, should the heater still kick on even when the engine is fully up to temp? Mine does when I start the truck and the outside air is cold, even when the engine is hot. Is this normal? Thanks!
Steve

It doesn't measure engine temp it measures intake temp.

I had a 95 and I know how it worked and when it was supposed, but on this 06 I notice the wait to start light may not come on and it will start fine but before I drive it I will notice the other indications that it is cycling, lights dim volt meter flux's ect, just wondering why it came on with out any initial wait to start light. Not real concearned just wondering, as long as it works whe I need it.

When ambient temps are low, it is normal for the grids to fire when re-starting a truck that is at op-temp. Like mopargw said, it works on ambient temps, not engine temps.
