Question Po480 coolin fan control circuit / open low speed fan relay

I have this code stored for a very long time and have yet to find anyone that can explain it. I had to replaced the fan clutch at 260,000 km. When I did I reset the codes that came in from that failed part. But the P0480 is still in. To my knowledge it does not seem to be affecting anything but knowing it is there troubles me a little as I don't know if it will affect something else down the road. I've checked all the mounted relays in the fuse box and they're good. yet the code is still in after I clear them.

I have searched threads, searched online and can only piece together that it may be a small "built in" relay on the TIPM. Totally integrated power module. I believe this to be the circuit board that all the connectors attach to underneath the fuse box on the left from side underhood.

has anyone had any experience with this? Am I heading in the proper direction on this code/issue? If others have this issue hopefully we can find a solution.
