P0251 code on a 2004

Desperately looking for any answers at this point. 2004 5.9L with around 245k miles.
Truck will stall out while driving or idling, at least 5+ times a day. Not only while under strain, sometimes I’ll just be in a drive through and the whole truck shuts off. At this point I’m no longer driving it since I can barely make it out the driveway without stalling. Replaced PCM/ECM last week, thought that was the problem and it drove beautifully for 5 days after. Even pulled a 12,000lb gooseneck no issues, for the first time in months. Then two days ago the stalling started again and this time it’s even worse, and now I’m getting a P0251 code, “injection pump fuel metering control A”. Previous owner had replaced injectors a couple years ago. Anyone else have this problem and know the next steps? I’m at a loss especially after dropping $2k on a pcm replacement that I may not have needed.
