Question Loose Head Bolts?

Has anyone notice (2006 and maybe others) that the 3 headbolts on the passengers side are loose and only in by 2-3 threads? These sit right above the exhaust manifold and use a 3/8" drive socket to spin on and off. They have some sort of red RTV gasket sealant on the threads and ooze out a little biton the sides. Any idea if these should be tightened down at all?

I've never heard of head bolts up like that. Most OEM head bolts are torque to yeld. They have to have the head of the bolt against the cylinder head for them to hold it in place.

Since this should be under warranty, I would call the dealer.

They are right next to the head bolts just above where the exhaust manifold bolts to the block. They may be some sort of a plug, either way they are loose and I was told by a mechanic at the dealership to tighten them because they came from the factory only finger tight. I am just wondering if anyone has heard of this and to see if the mechanic is full of it. I am wondering if they are just block plugs would it hurt anything to snug them down, like would it restrict or shut off coolant flow?

Cool thanks, I just wanted to be sure I was not going to impede the coolant flow.
