If I accelerate real hard or if I put a load on the truck it acts like it runs out of fuel. I let off the accelerator and ease back into it and it runs fine then. If I just drive the truck around normal with no load it runs fine. I've already replaced the lift pump and problem is still there.

Are you running a programmer? even a fresh lift pump won't keep up with a decent tuner. How fresh is the fuel filter? I would get a gauge on there and see what the FP is and also hook up a scanner and look at rail pressure.

Rail pressure gauge and LP pressure gauage to start with. That will give you an idea where to start and whats causing the issue.

ok, so we can probably rule out the LP. I would lean towards the relief valve or the FCA at this point

So I guess my next step is to get gauges to diagnose the problem...

I found this in my Service Manual.....
checking FCA...

"After removal, inspect FCA for corrosion or
damage. Shake the FCA and listen for a rattle. If
FCA does not rattle, replace it."

What else can I do to trouble shoot the FCA?
Can I check the resistance of it or anything else?

Is there anyway to troubleshoot the relief valve other than monitoring fuel pressure?
