2003 does not start & dealer problems.
I hate dealers, too! Here's a simple lift pump test... When the truck is cold and won't start pop the hood and do as follows:
- Shut the truck down and take the key out
- Drain the fuel filter housing (gushes quite a bit, make sure you're on the neighbor's grass before you start)
- Put the key in the ignition, turn to run (don't try to start) and leave it there for 20 seconds or so. Turn key off, wait a minute, turn key to run again and leave it there for a minute.
- Drain the fuel filter housing again.
If you get a ton of fuel out of that housing again the lift pump is just fine. You can also try removing the fuel filter itself and have a friend turn the key on while you watch for the housing to fill up. Watch out for scuzz though!

Dealer called today and said dodge said to change some electronic piece on injector pump? He said they told him to take it of of a new truck and see if it works on mine. He said did not work. I still think he jerking me around. They don't have a clue. If they do not get it going by tuesday next week (it will be over two weeks their) I just gonna take it to Metro Cummins and see what is wrong, then bring it back to have them fix the part. I really think they do not have proper Tool to check truck. The first dealer was at least honest in telling me they don't have tools to check and they ordered them and one is still on backorder still (called them today). He said the tool will check pressure in lines in two spots. If h gets tools in next week will bring truck there to get fixed.

That was the electronic fuel control solenoid they tried. If it fails it can route too much fuel back to the return and the rail psi will not be able to go high enough to run. We have two CP3 pumps on the shelf

Update, Problem happened again yesterday. Cold morning now and again no start. Had my uncle who is marine mechanic look at it and said lift pump is good and pumping plenty of fuel. Then he checked injector pump and that put out good, its new. Then checked to see if fuel to manifold was good and said fuel came out but not a lot. He then took a hair drier and heated injector pump and started right up. He did not have any test tools just quick check. He said maybe shut off solonoid is jamming up and no working properly. He not to familair with the enigine he said. I dont get it. I plug truck in now and noe problems started right up. I am just afriad to park it somewhere for long period of time because it wont start. Will bring it to dealer again, 4th time to see what they say.

Warmed up the Cp3 pump and it started?!? What is the temp where your at? There is no "fuel shutoff solenoid". If fuel is fed to the cp3 it is going to make pressure, of course unless the solenoid on the back is crapped out allowing full flow back to the return, but being the pump was changed, the solenoid is new too, so I highly doubt thats your problem. You really need to see your "setpoint" and "rail psi" readings when this is going on. Cracking a line open isn't going to tell you much of anything on a common rail.

Did that this morning and no code or done in odometer. Truck did not start even with plugged in. I used a hair drier and heated fuel rail and got it to start. I tell you really giving up on cummins motors. I have many ford powerstrokes that never gave me any of these problems. Will go to dealer thursday for fourth time for same problem.
