2003 2500 Check Engine Light Issue....

After starting the truck a few days ago in 15 below temps (1st subzero cold snap of the season) I was shocked to see the tach shoot up over 2k rpm & the check engine light come on! I tapped the throttle & the tach fell back to about 1.5k. After a few minutes the tach was well below 1k & all seemed well till I noticed the truck had no power even though I had the pedal to the floor. After tapping the throttle a lot I got some power back but it was severely delayed. I have noticed the problem goes away & the check engine light shuts off whenever the block heater has been plugged in overnight. However, even with temps back in the mid 20's, if I don't plug in the block heater the problem comes right back ... thoughts anyone???
