Power Steering Issues

The power steering has kinda sucked in the 3 years I've owned my diesel. Last weekend I decided to replace the steering box since it was wore out and sloppy. Everything went good, but power steering still sucked like usual.
Thurs I was doing a lot of parking lot steering, heard a noise, and the power steering quit entirely. I couldn't see the fluid swirling around in the pump either. I put a new pump on yesterday. I took the vacuum pump apart with it, and put it put everything back together as one. I still can't get any power steering, I don't see any fluid swirling around, and I have leak somewhere thats dripping over on the block and running down it.

I have never lost power brakes. Also, the new pump came with a 3" long bolt and nut, but I don't anyplace to put it. What am I missing? Power steering is supposed to be simple!
